<br />City Council Regular Meeting - 11/22/04 <br />Minutes - Page 25 <br /> <br />individuals concerned about the environment in and <br />around Twin Lakes and the surrounding neighborhoods. <br />Ms. McGehee noted that a majority of the members were <br />current residents of the neighborhood that will be directly <br />impacted by the proposed development. <br /> <br />Ms. McGee further noted that the group's issue was not <br />with Rottlund Homes or their proposal, but with the <br />serious impacts as yet unknown and unstudied in the <br />current proposal, and its significant difference from any <br />other development planned for or evaluated by the <br />AUAR. Ms. McGehee alleged that City staff was not <br />representing the goals outlined in the City's <br />Comprehensive Plan or the Vista 2000 documents. <br /> <br />Ms. McGehee stated the goals of their organization were <br />to see the Responsible Government Unit (RGU) call for a <br />thorough evaluation and study of the impacts identified in <br />the petition; and for the RGU to protect the citizens and <br />environmental of Roseville. Ms. McGehee noted that the <br />group was not against any redevelopment in the area, but <br />believed that the area should be cleaned to levels <br />necessary for children and pets to be able to play safely; <br />and to allow children to fish in Langton Lake and safely <br />eat the fish they caught. Ms. McGehee believed that the <br />area could be enhanced by a variety of proposals to <br />enhance the community environmentally, socially and <br />financially, and to further enhance Langton Lake Park, <br />but not the one currently being considered. Ms. McGehee <br />noted that the group was prepared to present an <br />alternative concept that utilizes the principles of the new <br />urbanism and smart growth movements; and one that <br />represented a community-planned design that addressed <br />most of the issues raised during the previous hearings <br />concerning the Rottlund Homes proposal. <br /> <br />Ms. McGehee proceeded to review the EQB Rules under <br />Chapter 4410.3610, subpart 7 and the group's <br />interpretation of the continued validity of the AUAR and <br />the rationale for the Friends of Twin Lakes in filing a <br />petition for an Environmental Worksheet. <br />
