<br />City Council Regular Meeting - 11/22/04 <br />Minutes - Page 26 <br /> <br />A. Five years have passed since the RGU (Responsible <br />Government Unit) adopted the original environmental <br />analysis document and plan for mitigation or the latest <br />revision. This item does not apply if all development <br />within the area has been given final approval by the <br />RGU. <br /> <br />B. A Comprehensive Plan amendment is proposed <br />that would allow an increase in development over the <br />levels assumed in the environmental analysis <br />document. <br />Ms. McGehee interpreted recent conversations with the <br />Metropolitan Council related to "land use changes" that <br />would institute the need for an amendment to the <br />Comprehensive Plan. <br /> <br />C. Total development within the area would exceed <br />the maximum levels assumed in the environmental <br />analysis document. <br />Ms. McGehee reviewed the AUAR assumptions and the <br />Rottlund Homes proposal and argued that the total <br />development would indeed exceed the maximum levels <br />previously assumed in the AUAR. Ms. McGehee <br />reviewed conversations with Mr. Gregg Downing, <br />Environmental Review Coordinator with the EQB related <br />to this issue. Ms. McGehee presented four different land <br />use proposals and their land use type breakdowns. <br /> <br />D. Development within any subarea delineated in the <br />environmental analysis document would exceed the <br />maximum levels assumed for that subarea in the <br />document. <br /> <br />E. A substantial change is proposed in public facilities <br />intended to service development in the area that may <br />result in increased adverse impacts on the <br />environment. <br />Ms. McGehee addressed the change in location of the <br />proposed Langton Lake Parkway, which could result in <br />increased adverse impacts on the environment, with <br />
