Ms. McGehee also addressed the <br />existence of the proposed Mount Ridge Road proposed to <br />be added along the west side of the lake. <br /> <br />Ms. McGehee addressed the negative impacts that she <br />perceived would be realized from the large retail <br />installation at the comer of County Road C and <br />Cleveland. <br /> <br />Ms. McGehee spoke of the need to buffer the park; and <br />the need for mitigation to address potential adverse <br />environmental impacts; alleging that the City will suffer <br />substantial liability exposure for not having completed <br />sufficient review of the potential hazards and in ensuring <br />the health and welfare of the residents of the surrounding <br />neighborhoods. <br /> <br />F. Development or construction of public facilities will <br />occur on a schedule other than that assumed in the <br />environmental analysis document or plan for <br />mitigation so as to substantially increase the likelihood <br />or magnitude of potential adverse environmental <br />impacts or to substantially postpone the <br />implementation of identified mitigation measures. <br />Ms. McGehee cautioned that this plan has not had <br />sufficient review for environmental impacts. <br /> <br />G. New information demonstrates that important <br />assumptions or background conditions used in the <br />analysis presented in the environmental analysis <br />document are substantially in error and that <br />environmental impacts have consequently been <br />substantially underestimated. <br />Ms. McGehee noted that TCE had been discovered in two <br />monitoring wells within the area, while the AUAR stated <br />that there was no groundwater pollution. Ms. McGehee <br />noted that the position of the petitioners was that all <br />analysis must be complete and a full mitigation strategy <br />
