City Council Regular Meeting - 12/06/04
Minutes - Page 15

number of bins the cost of$9,610.56 represented.

City Manager Beets did not have that information
immediately available, but noted that it was a staff estimate
for the foreseeable future. Mr. Beets further noted that,
given staff's other priorities, the delay in generating data
from the pilot study had been prolonged in order to provide
as much detail and accuracy in the data as possible for
Council review and consideration, further noting the
various strategies in different test areas and types of
container and collection method.

Councilmember Schroeder requested that the purchase
approval be removed from the Consent Agenda until staff
provided a justification on the actual number of bins.

Further discussion included the ownership of the bins; basis
for calculation; and future use and buy-back options.

Councilmember Ihlan also requested an explanation from
staff on how the bins would be used based on different
recycling streams specifically to be used.

Councilmember Schroeder noted that if these were interim
bins, there were other suppliers or haulers that have excess
bins from other communities that could be purchased by
the City of Roseville at a reduced price.

Maschka moved, Schroeder seconded, continuing action on
the purchase of curbside recycle bins from Ellison
Recycling Equipment Company in the amount of$9,610.56
until the December 20, 2004 regular City Council meeting.

Roll Call
Ayes: Ihlan, Kough, Schroeder, Maschka and Klausing.
Nays: None.

Maschka moved, Schroeder seconded, approval of general
purchases of road striping and centerline painting services
from Ramsey County in an amount not to exceed
$11,793.78.
