<br />City Council Regular Meeting - 12/06/04 <br />Minutes - Page 30 <br /> <br />Ayes: Ihlan, Kough, Schroeder, Maschka and Klausing. <br />Nays: None. <br /> <br />Councilmember Maschka reiterated his concerns regarding <br />requiring name, address and employer; and opined his preference <br />for holding a first reading, with a second reading and adoption at <br />the December 20, 2004 meeting. <br /> <br />Councilmember Ihlan advised that the language paralleled state <br />statute. <br /> <br />City Manager Beets advised that publication would be on <br />December 28, 2004 following the second reading at the <br />December 20, 2004 meeting. <br /> <br />Further discussion ensued regarding the publication schedule of <br />the City's official newspaper, The Roseville Review. <br /> <br />Given the holiday and publication schedules, Mayor Klausing <br />suggested that the first reading be waived, and the ordinance <br />could be amended at a later date if required. <br /> <br />Councilmember Ihlan opined her desire to accomplish <br />publication and enactment by January 1, 2005. <br /> <br />Schroeder moved, Kough seconded, amending the aggregate <br />disclosure limit to $1. <br /> <br />Councilmember Schroeder explained his rationale in preferring <br />to disclose everything to determine if there was an actual <br />problem in existence. <br /> <br />Councilmember Kough opined that everyone should disclose <br />their contributions. <br /> <br />Councilmember Ihlan noted that no other jurisdiction required <br />full disclosure, and spoke against the amendment. <br /> <br />Councilmember Schroeder opined that Roseville often took a <br />leadership role; and reiterated his desire to determine if a <br />problem existed, and to dissuade circumventing the system with <br />
