<br />City Council Regular Meeting - 12/06/04 <br />Minutes - Page 31 <br /> <br />a limit higher than $1. <br /> <br />ROLL CALL (Amendment for $1 Disclosure Limit) <br />Ayes: Kough and Schroeder. <br />Nays: Ihlan and Klausing. <br />Abstentions: Maschka. <br /> <br />Kough moved, Schroeder seconded amending the proposed <br />ordinance language to provide for a $50 disclosure limit. <br /> <br />ROLL CALL (Amendment for $50 Disclosure Limit) <br />Ayes: Ihlan, Kough, Schroeder, Maschka and Klausing. <br />Nays: None. <br /> <br />Mayor Klausing called the vote on the original motion, waiving <br />the First Reading of Ordinance No. 1312 entitled, "An Ordinance <br />Adding Title One, Section 103.015, Campaign Contribution <br />Reporting," as amended in Sectionl.A and Section 2. <br /> <br />ROLL CALL (Original Motion as Amended) <br />Ayes: Ihlan, Kough, Schroeder, Maschka and Klausing. <br />Nays: None. <br /> <br />8. Ordinance and Resolution regarding Citizen Advisory Ordinance 1313 & <br />Commissions Resolution 10266 <br />City Manager Beets provided background information on past Citizen Advisory <br />Council directives; and presented a proposed draft ordinance and Commissions <br />resolution consistent with past Council discussions and direction. <br /> <br />City Manager Beets reviewed the variety of organizational issues <br />with standing commissions as it they related to size of <br />commissions; standardization of the length of citizen advisory <br />terms and of term limits; clarifying the Public Works and <br />Transportation Commissions jurisdiction over some <br />environmental issues; and clarification of the reappointment and <br />application processes. Mr. Beets further addressed exceptions <br />and completion of terms of those serving for terms longer than <br />those proposed to be adopted, rather than reducing those terms. <br /> <br />Councilmember Schroeder questioned line 35 on page 3 of the <br />resolution, opining that he would like to reduce it to one <br />
