<br />F. The AUAR assumed that Twin Lakes Parkway would intersect Snelling <br />Avenue on the east. (See discussion in paragraph 7(C) above.) <br /> <br />G. The Rottlund proposal includes a retail shopping center which will place <br />large parking lots to the south of Langton Lake. (See discussion in <br />paragraph 7(D) above). <br /> <br />H. The AUAR assumed that there are no "unique resources" in the <br />redevelopment area. (See discussion in paragraph 9(F) above). <br /> <br />1. The AUAR assumed that there are no "scenic vie'ws and vistasH in the <br />redevelopment area and that there will be no "visual impacts" from <br />redevelopment (See discussion in paragraph 9(G) above). <br /> <br />11. Under Subpart 2 of Rule 4410.3610, the proposed Rottlund redevelopment <br />project is exempt from further environmental review only if the project is consistent <br />with the assumptions of the AUAR, and as long as the approval and construction of <br />the project complies with the conditions of the AUAR's mitigation plan. <br /> <br />12. The council finds that the proposed Rottlund redevelopment project is <br />inconsistent with the following assumptions of the AUAR: <br /> <br />A. The AUAR assumed a service retail mix of 240,000 square feet and a <br />maximum of 540 housing units in the 70 acre area currently proposed for <br />redevelopment. The Rottlund proposal includes 350,000 square feet of retail <br />development and 730 housing units for the same area. (See discussion in <br />paragraph 6 above). <br /> <br />B. The AUAR assumed that Twin Lakes Parkway would be in a <br />substantially different location, further from Langton Lake and Langton <br />Lake Park. (See discussion in paragraph 7(A) above.) <br /> <br />C. The AUAR traffic studies were based on a "worst case" scenario that <br />assumed both a hospital and a big box retail development in the Twin Lakes <br />area. No "worst case" scenario has been proposed or analyzed for the <br />Rottlund development. <br /> <br />D. The AUAR assumed that Twin Lakes Parkway will connect directly to <br />Snelling Avenue on the east. (See discussion in paragraph 7(c) above). <br /> <br />13. The council finds that the following AUAR mitigation requirements will not <br />be met if the Rottlund plan is approved: <br /> <br />6 <br />
