<br />Under all scenarios the intersection of County Road B-2 and the Rosedale Commons entrance <br />experiences an intersection LOS A or better. The vehicle movement with the maximum vlc <br />ratio, experience a LOS D or better for all scenarios. No mitigation measure would be required <br />in response to the proposed development at this intersection. <br /> <br />Queue Analysis <br /> <br />Queue lengths at intersections are estimated by Synchro as part of the operations analysis. <br />Queuing conditions were also observed in SimTraffic, the companion simulation software to <br />Synchro. Overall the Saturday peak has higher traffic volumes than the Weekday P.M. peak and <br />consequently longer queues. Projected 2006 Saturday peak baseline volumes start to cause <br />queuing problems at several intersections. Specifically the 95th percentile queue lengths exceed <br />turn bay lengths at the following locations: <br /> <br />. B-2/Fairview-Westbound Left Turn <br />. B-2/North Mall Entrance-Eastbound Left Turn <br />· B-2/North Mall Entrance- Westbound Left Turn <br />· B- 2/N ortheast Mall Entrance-Eastbound Left Turn <br />. B-2/Northeast Mall Entrance-Westbound Left Turn <br /> <br />An additional location with the 95th percentile queue length exceeding turn bay length under <br />2006 Build conditions includes: <br /> <br />. B-2/Fairview-Southbound Left Turn <br /> <br />Queue lengths tend to increase with the increase in background traffic projected for the 2025 <br />scenarios. SimTraffic simulation also shows queues backing up into upstream intersections for <br />2006 and 2025 scenarios. Field observations identified this phenomenon under current <br />conditions but occurrences were rare and the queues tended to dissipate after a single cycle <br />length. <br /> <br />Internal Site Considerations <br /> <br />The intersection of the northeast mall entrance and the ring road was the only internal site <br />location identified for potential operational deficiencies. Figure 16 shows the existing traffic <br />movements and volumes. Currently the entrance has two lanes inbound. One lane turns left onto <br />the ring road and one lane turns right onto the ring road. The ring road currently operates one- <br />way counter clockwise. The exception to the one-way direction is just east of this entrance. Just <br />east of the entrance one lane of traffic operates clockwise from the northeast entrance providing <br />access to the southeast surface parking lot as well as the transit hub and park-n-ride area. Along <br />this same section of the ring road three lanes operate counter clockwise. Two of these lanes exit <br />the site at the northeast exit and one lane continues on counter clockwise merging with two <br />additional counter clockwise lanes. The problem occurs with the inbound left and right turn <br />traffic conflicting with the one ring road lane continuing counter clockwise. Currently this single <br />counter clockwise lane stops for all inbound left- and right-turning traffic.
