<br />The proposed development will require realignment of the ring road at this location. Along with <br />this realignment a raised median to channel inbound right turns should be included. The effect <br />of adding this raised median will the removal of inbound right turns from conflicting with the <br />single lane continuing counter clockwise. The remaining inbound left turns will still conflict <br />with the single counter clockwise lane. However, the left-turn volume projected for the build <br />scenario (393 vehicles) is less than the existing combined inbound left- and right-turn volume <br />(424 vehicles). Observation has shown that exiting conditions provide adequate operations and <br />therefore build conditions with the proposed improvements should also have sufficient <br />operations. <br /> <br />Transit/Pedestrians <br /> <br />Metro Transit currently operates a transit hub at Rosedale mall adjacent to the proposed <br />development location. A park-n-ride facility is also located in the southeast parking area outside <br />and adjacent to the ring road. Currently twelve different routes service the Rosedale site and <br />connect to both downtown Minneapolis and Saint Paul as well as the University of Minnesota <br />and the surrounding Roseville community. The presence of the transit hub has benefits to the <br />mall. Transit service does and would continue to provide alternatives to automobile trips. <br /> <br />It is anticipated that the transit hub will remain in relatively the same location. The park-n-ride <br />facility will also stay in the same location. It is proposed that the bus staging area be moved <br />from the inner circulating road to the ring road adjacent to the park-n-ride area. Figure 17 shows <br />the relocation of the staging area. It is important to note that pick-up and drop-off of passengers <br />continues adj acent to the mall. <br /> <br />The proposed site plan includes a landscaped plaza surrounding the development. The landscape <br />plaza will be connected via crosswalks to sidewalks near the northeast mall entrance.
