City Council Special Meeting - 12/27/04 Minutes - Page 10 "BE IT RESOLVED that the City Council shall authorize an independent review of economic development professional services expenditures made from 2001 to the present, to determine whether the expenditures had a legitimate public purpose and were properly authorized by the Council." Councilmember Maschka spoke against the motion and the implication that consulting fees were out of line for a project of this magnitude; noting that the term sheet as part of the development agreement would address the consulting fees as part of the process; and further noting that the motion was not related to tonight's budget actions. Councilmember Schroeder, while noting that there may be merit in future discussions, spoke against the motion at this time. Councilrnernber Kough spoke in support of the rnotion, noting his confusion as to what expenditures had been or had not been authorized by the Council; and the danger of being committed to a project to recover costs. Mayor Klausing spoke against the motion, concurring with Councilmember Schroeder's comments that this was not appropriate at this time, and was not a budget item. Councilmember Ihlan defended the motion as a budget item. Councilmember Schroeder opined that a more defined process for review needed to be determined for an independent review. Roll Call Ayes: Ihlan and Kough. Nays: Schroeder, Maschka and Klausing. (Motion failed.) Discussion ensued between Councilmember Ihlan and Finance Director Miller regarding impacts on the property tax levy for her proposed Resolution #2: "BE IT RESOLVED that the line item authorizing expenditures for professional services in the economic development budget shall be deleted."
