Mr. Schwartz advised that the <br />Request for Proposals (RFP's) would include a set of standards <br />for each facility, with two levels for each, depending on those <br />public or private areas. Mr. Schwartz noted that individual areas <br />would be maintained by that specific staff person; trash <br />collection would be performed by staff as applicable; and that the <br />storage garages would continue to be maintained by staff. Mr. <br />Schwartz advised that advertising for RFP's would be held in <br />January, proposals received and reviewed in February, with a <br />recommendation and report to the City Council by the end of <br />February . <br /> <br />Schroeder moved, Maschka seconded, authorizing staff to <br />advertise for proposals for janitorial services for City facilities. <br /> <br />Roll Call <br />Ayes: Ihlan, Kough, Schroeder, Maschka and Klausing. <br />Nays: None. <br /> <br />4. <br /> <br />Consider a Collective Bargaining Agreement with the <br />International Union of Operating Engineers, Local 49, for <br />2005- 2006 <br />City Manager Beets presented negotiations to-date, noting that in <br />light of tonight's earlier action adopting a two percent COLA, <br />conforming actions may be required. Mr. Beets noted that to <br />avoid a chronic state of negotiations, staff had negotiated a two <br />year contract (2005-2006), with wages for the first year (2005) <br />based at three percent ; and wages for the second year of the <br />contract (2006) based on average settlements often metropolitan <br />communities with similar services levels, sizes and departments. <br />Mr. Beets noted that this would provide an indexed wage <br />agreement, and sought Council feedback as to the acceptability <br />of such an agreement. <br /> <br />Mayor Klausing questioned whether the second year of the <br />contract was still applicable given tonight's action for a two <br />percent COLA. <br /> <br />Councilmember Kough spoke in support of the contract, opining <br />that it was a good recommendation, even though it was more <br />than that offered to other City employees.
