<br />City Council Special Meeting -12/27/04 <br />Minutes - Page 18 <br /> <br />Kough cautioned opening up the contract to renegotiate the <br />COLA, which would allow for potential renegotiation of other <br />areas of the contract. <br /> <br />Finance Director Miller reminded Councilmembers that the 2005 <br />Budget and Levy just adopted assumed that everyone - city-wide <br />- received a two percent COLA. <br /> <br />Mayor Klausing noted that staff had negotiated in good faith, <br />based on the preliminary budget and proposed COLA at three <br />percent. <br /> <br />Councilmember Maschka questioned how Councilmember <br />Kough justified his recommended two percent for some <br />employees, and three percent for union employees. <br /> <br />Councilmember Ihlan questioned use of contingency funds if <br />arbitration was required and successful. <br /> <br />City Manager Beets noted that the union had voted on this <br />contract, and if the City returned, it was at the union's discretion <br />whether all or part of the contract was reopened for negotiation. <br /> <br />Kough moved, Ihlan seconded, approval of the proposed terms <br />and conditions for the 2005-2006 Collective Bargaining <br />Agreement between the International Union of Operating <br />Engineers (Local 49) and the City of Roseville; and directed staff <br />to prepare the necessary documents for execution, contingent <br />upon City Attorney review and approval as to legal form. <br /> <br />Councilmembers Maschka and Schroeder spoke in opposition to <br />the motion. <br /> <br />Mayor Klausing spoke against the motion due to the <br />inconsistency of COLA among employees. <br /> <br />Discussion ensued regarding timing of union negotiations; staff <br />assumptions in their negotiations; consistency of wage increases <br />among employees; and implications to the budget and use of <br />contingency funds to fund the additional COLA at three percent <br />for union employees. <br />
