<br />City Council Special Meeting -12/27/04 <br />Minutes - Page 19 <br /> <br />City Manager Beets noted that the City had three unions in the <br />City, with the other two in the Police Department; and while <br />discussions have been ongoing, they have been waiting tonight's <br />action on this contract prior to formal negotiations proceeding. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn rhetorically questioned how many times the <br />City Council had met in Closed Executive Session to review <br />strategy for negotiations. <br /> <br />Roll Call <br /> <br />Ayes: Kough. <br />Nays: Ihlan, Maschka, Schroeder and Klausing. <br />(Motion failed.) <br /> <br />Maschka moved, Schroeder seconded, authorizing staff to return <br />to the union with the City offer of a two percent cost of living <br />adjustment (COLA) in wages for the 2005 contract year. <br /> <br />Mayor Klausing spoke in support of the proposed second year of <br />the contract and benefits to the City in a multi-year contract. <br /> <br />Roll Call <br />Ayes: Ihlan, Schroeder, Maschka and Klausing. <br />Nays: Kough. <br /> <br />5. <br /> <br />Approve the Housing and Redevelopment Authority (HRA) <br />Tax Levy for 2005 <br />HRA Chair Bill Majerus reviewed his e-mail previously <br />provided to the City Council and examples of the HRA <br />programming to-date and positive impacts to the community. <br /> <br />Discussion included participation in programming prior to <br />creation of the HRA and funded through the Community <br />Development budget; and the Home and Garden Fair's current <br />self-sustaining status. <br /> <br />Schroeder moved, Klausing seconded, adoption of a Resolution <br />entitled, "A Resolution Submitting the Housing and <br /> <br />Resolution 10271 <br />2005 <br />HRA Tax Levy <br />
