Accepting Feasibility Report and Ordering Public Hearing for 2003 Pavement Management Program Schroeder moved, Kough seconded adoption of Resolution No. 10068 entitled, "Resolution Receiving Feasibility Report on 2003 Improvements and Ordering Public Hearings," for 2003 Pavement Management Plan (PMP) Project P-ST-03-02 for February 10,2003 at 7:00 p.m., as amended to designate the Pioneer Press as the City's 2003 Legal Newspaper. City Engineer Debra Bloom reviewed the proposed scope of the two (2) proposed projects involving Neighborhood 61 (West Victoria Service Drive - Sandhurst Avenue to the dead-end); and Neighborhood 68 (Pineview Court - Dale Court to the cul-de-sac). Ms. Bloom advised that a neighborhood meeting with residents had been held on January 9,2003. Ms. Bloom advised that a feasibility report had been prepared that detailed the proposed design, neighborhood impact, and estimated cost for the proposed 2003 PMP. Nei!!hborhood 61.. West Victoria Service Drive Discussion included the number of trees affected by the proposed hammerhead design; notification of residents who need to replace their service lines during the project; notification of other utilities in the construction area; and the proposed assessment projections. Ms. Bloom advised that staff had calculated front footage assessments on the west side of the West Victoria Service Drive, recommending that the City of Roseville pay for the single, unloaded east side. Ms. Bloom indicated that staff calculated and average of 50.1 linear feet for the private drives to make sure all residents were treated consistently. Public Works Director Duane Schwartz and Ms. Bloom sought Council direction on whether the City intended to assess those properties that didn't have direct access, but would benefit from the improvements.
