<br />Regular City Council Minutes - 2/3/03 <br />Page 3 <br /> <br />construction, with staff confirming that contracts would <br />require that the contractor would carry Builder's Risk <br />coverage during construction; process followed regarding <br />litigation issues and final Council decisions prior to <br />payment of claims over $5,000 as standard operating <br />procedure; and bonding of City Employees and internal <br />controls. <br /> <br />Staff was directed to research the Fire Department liability <br />issue, and if necessary, return to the Council if additional <br />action is evident. <br /> <br />Roseville Home and Garden Show Report <br />At the request of Mayor Kysylyczyn, Community <br />Development Director Dennis Welsh provided brief <br />comments on the recent Roseville Home and Garden <br />Show, with many favorable comments received from <br />vendors regarding their interaction with the community. <br /> <br />Councilmember Kough expressed his appreciation to staff <br />for their involvement in the event. <br /> <br />B. Legislative Concepts, particularly relating to Land Use <br />and Redevelopment <br />Community Development Director Dennis Welsch, and <br />Economic Development Specialist Cathy Bennett, <br />presented information reviewing the challenges of <br />redevelopment in Twin Lakes and sought Council <br />direction regarding drafting special Roseville-specific Tax <br />Increment Financing (TIF) legislation. <br /> <br />Mr. Welsch reviewed various environmental issues in the <br />Master Plan, including soil and contamination across <br />parcels; water storage and drainage capacity; air quality; <br />traffic and infrastructure improvements; landscaping and <br />green space considerations; and parking solutions. <br /> <br />Mr. Welsch reviewed staffs recomn1endation for five (5) <br />separate actions in drafting special legislation: <br />1) Decertify undeveloped parcels in TIF District No. <br />11' <br />, <br /> <br />2) Create a new 25 year Redevelopment TIF District; <br /> <br />Roseville Home <br />and Garden Show <br />Report <br /> <br />Legislative <br />Concepts - Land <br />Use and <br />Redevelopment <br />
