Mr. Schwartz responded in the negative, but <br />stated he would do further research. <br /> <br />Mayor Kysylyczyn reviewed the Special Service District <br />information (page 2) provided by City Attorney Anderson, <br />particularly referencing the time line requirements. <br /> <br />Mayor Kysylyczyn provided a Bench Handout to <br />Councilmembers regarding proposed language for a future <br />policy issue should the Council consider the larger scope <br />of under grounding throughout the City. <br /> <br />Councilmember Kough reiterated his position that he does <br />not support burying lines along County Road C, <br />commenting on the numerous comments he had received <br />from residents; and stated he would not be entertaining <br />consideration of the Special Service District proposal. <br /> <br />Al Sands, 2612 AIdine <br />Mr. Sands reiterated his opposition to a City Requested <br />Facilities Surcharge (CRFS) for funding this particular <br />project by shifting the process from the budgetary process. <br />Mr. Sands further opined that a Revolving Loan Fund <br />(RLF), Reserve Funds, or Construction Assessment Funds <br />would be more appropriate as sources. <br /> <br />Dan Roe, 2100 Avon Street <br />Mr. Roe concurred with Mr. Sands' comments; stating that <br />current timing forces the Council to make a decision <br />before they had a policy. Mr. Roe stated that, if in the <br />future, Councilmembers determined they wanted to <br />underground the entire City in the long-run; he could then <br />support a CRFS as an overall policy, but should not be <br />considered as the only available option. Mr. Roe <br />recommended that the Council give considerable thought <br />to where and when under grounding would be appropriate, <br />and who would benefit from it, and cautioned setting a <br />precedent. <br />
