<br />Regular City Council Minutes - 2/10/03 <br />Page 16 <br /> <br />expressing his overall maintenance concerns; the <br />pathway's proximity to the roadway, causing snow storage <br />issues; the reality of addressing budgetary issues in <br />planning pathway improvements; additional maintenance <br />costs related to manpower and equipment; and his <br />expertise in preference for bituminous rather than concrete <br />walkways, eliminating wear and tear on maintenance <br />crews and equipment. Councilmember Schroeder <br />reiterated his opposition to the City investing in any new <br />pathway construction until maintenance and policy <br />procedures are in place and being followed; and long-term <br />maintenance costs are worked into infrastructure <br />improvement proj ecti ons. <br /> <br />Public Works Director Duane Schwartz advised that staff <br />had previously provided Council with estimated annual <br />snow removal, plowing and sweeping costs at $1,000 <br />annually for this segment. Mr. Schwartz discussed the <br />advantages and disadvantages of bituminous and concrete <br />pathways; alerting Councilmembers to the need for <br />additional right-of-way required for widening the pathway <br />to eight foot (8'), rather than the six foot (6') as specified <br />in the feasibility study. <br /> <br />Further discussion included inability to acquire additional <br />right-of-way from Roselawn Cemetery due to outstanding <br />litigation and past practice; the ranking process of the <br />Trails Commission in considering project priorities; <br /> <br />Mayor Kysylyczyn expressed concern regarding the use of <br />the Operational Savings from the 2003 budget, when it <br />could be used to expand the city's leaf program, or a <br />second clean-up day. Mayor Kysylyczyn suggested that <br />perhaps the public should be asked through a referendum <br />this fall for $30 - $50,000 to finish the pathway projects <br />and provide for ongoing maintenance, rather than the <br />Council seeking funding from an inappropriate fund. <br /> <br />Councilmember Schroeder expressed disagreement with a <br />referendum for a maintenance program. <br />
