<br />Regular City Council Minutes - 2/1 0/03 <br />Page 17 <br /> <br />Councilmember Klausing reiterated his desire to move <br />forward with this portion of pathway construction, due to <br />public input previously received, stating that the issue was <br />simply a budget issue, not a political one. <br /> <br />Councilmember Klausing repeated his original motion, <br />rationalizing benefits of the project as an asset to the <br />community and addressing Councilmember Schroeder's <br />and Mayor Kysylyczyn's concerns. <br /> <br />Mayor Kysylyczyn again asked that the funding source be <br />specifically identified, not hoping for operational savings <br />that mayor may not be available. Mayor Kysylyczyn <br />stated he would be willing to compromise, suggesting that <br />he would support the motion ifit were amended to <br />$42,000 to compensate the Parks and Recreation <br />Department $2,000 for additional maintenance costs. <br /> <br />Councilmember Maschka provided a historical perspective <br />of the Trails Commission, on which he served, and that it <br />was set up as it was for the purpose of leveraging those <br />dollars to complete the city's trail system and to take <br />advantage of ISTEA funding that was just being provided <br />from the federal government. Councilmember Maschka <br />sought additional information from Finance Director <br />Miller regarding the possibility of taking funding from the <br />City's Pavement Management Program (PMP) Fund; <br />opining that had the City Council realized the success of <br />the PMP at the time, they probably would have included <br />the pathway system city-owned parking lots in the PMP. <br />Councilmember Maschka spoke in favor of the motion, <br />not only to accomplish the linkage, but mostly to put the <br />money into the economy. <br /> <br />Finance Director Miller responded that PMP funds were <br />available given the last two years experience with the <br />fund, and that expending funds from the PMP for this <br />project would not jeopardize the PMP. <br /> <br />Kysylyczyn moved, an amendment to the Klausing <br />motion, striking portions and rewording the motion as <br />
