Review Agenda <br />Mayor Kysylyczyn called for any comments or discussion on <br />the Consent Agenda. There were no comments. <br />III. Presentations <br /> <br />B. <br /> <br />Twin Lakes Memorandum of Understanding <br />Community Development Director Dennis Welsch gave <br />an overview of a proposed Memorandum of <br />Understanding (MOU). Mr. Welsch discussed the purpose <br />of an MOU and typical elements included (i.e., type of <br />improvements, infrastructure, public assistance, and site <br />plan review). Mr. Welsch then introduced Hugh Cullen to <br />provide an update on the Roseville Properties project. <br /> <br />Mr. Cullen overviewed the Roseville Properties project; <br />their ownership of four million square feet currently; their <br />hope to own and manage the new Twin Lakes <br />development; and their present concept plan, which he <br />displayed. Mr. Cullen described 100 townhome units and <br />300 condominium units. Mr. Cullen described a two-story <br />structure with retail on the ground floor and small offices <br />above (i.e., attorney offices). <br /> <br />Councilmember Klausing asked and commented about the <br />present concept plan, including the large retail pad on the <br />north; the large parking areas by the main entry at the <br />proposed Twin Lakes Boulevard/Parkway; and in general <br />opposed deviations from the Comprehensive Plan and <br />Twin Lakes Master Plan unless there were persuasive <br />explanations for that. <br /> <br />Councilmember Kough expressed concerns about tax <br />increment financing for this project and collateral for the <br />City's infrastructure improvements. <br /> <br />Al Sands, 2612 AIdine <br />Mr. Sands expressed disappointment with the retail <br />component of this concept and supported Councilmember <br />Klausing's comments on that; and he cautioned against <br /> <br />Review <br />Agenda <br /> <br />Presentations <br /> <br />Twin Lakes <br />Memorandum of <br />Understanding <br />
