Regular City Council Minutes - 2110/03 Page 4 A. 2003 Street Improvement Program Assistant Public Works Director Debra Bloom was available to review policy objectives; the proposed schedule; and staff recommendations for the 2003 Pavement Management Program (PMP) consisting of Neighborhood 61, W. Victoria Service Drive (Sandhurst Avenue to dead-end); and Neighborhood 68, Pineview Court (Dale Court to cul-de-sac). Ms. Bloom stated staff was available to address and review proposed roadway widths, accommodating for driveway apron replacements and options for driveway replacements; variance requirements for driveways; current City Assessment Policy; odd-size lot formulas; utility service improvements; availability of fixed income deferrals and their criteria. Ms. Bloom clarified with Mayor Kysylyczyn the preference for an individual hearing for each neighborhood. Schroeder moved, Kough seconded adoption of Resolution No. 10073 entitled, "Resolution Ordering the Construction of Improvements P-ST -03-02, Neighborhoods 61 and 68," accommodating twenty-eight foot (28') road widths on Pineview Court and West Victoria frontage road; and a twenty-five foot (25') radius modified cul-de-sac bulk, as recommended by staff. Staff provided written communication received related to the public hearing as a bench handout. Neighborhood 61 Mayor Kysylyczyn opened the Public Hearing at 7:36 p.m., outlining the motion and items appropriate for public discussion, with issues related to assessments available for discussion at the public hearing in 2004 as a separate Issue.
