<br />Regular City Council Minutes - 2110/03 <br />Page 4 <br /> <br />A. 2003 Street Improvement Program <br />Assistant Public Works Director Debra Bloom was <br />available to review policy objectives; the proposed <br />schedule; and staff recommendations for the 2003 <br />Pavement Management Program (PMP) consisting of <br />Neighborhood 61, W. Victoria Service Drive (Sandhurst <br />Avenue to dead-end); and Neighborhood 68, Pineview <br />Court (Dale Court to cul-de-sac). <br /> <br />Ms. Bloom stated staff was available to address and <br />review proposed roadway widths, accommodating for <br />driveway apron replacements and options for driveway <br />replacements; variance requirements for driveways; <br />current City Assessment Policy; odd-size lot formulas; <br />utility service improvements; availability of fixed income <br />deferrals and their criteria. <br /> <br />Ms. Bloom clarified with Mayor Kysylyczyn the <br />preference for an individual hearing for each <br />neighborhood. <br /> <br />Schroeder moved, Kough seconded adoption of Resolution <br />No. 10073 entitled, "Resolution Ordering the Construction <br />of Improvements P-ST -03-02, Neighborhoods 61 and 68," <br />accommodating twenty-eight foot (28') road widths on <br />Pineview Court and West Victoria frontage road; and a <br />twenty-five foot (25') radius modified cul-de-sac bulk, as <br />recommended by staff. <br /> <br />Staff provided written communication received related to <br />the public hearing as a bench handout. <br /> <br />Neighborhood 61 <br />Mayor Kysylyczyn opened the Public Hearing at 7:36 <br />p.m., outlining the motion and items appropriate for public <br />discussion, with issues related to assessments available for <br />discussion at the public hearing in 2004 as a separate <br />Issue. <br /> <br />Ms. Bloom reviewed special considerations for this <br />portion of the project, including storm sewer, dead end, <br /> <br />Resolution 10073 <br />2003 Street <br />Improvement <br />Program <br />
