Ms. Bloom advised that staff was
proposing a modified hammerhead, not cul-de-sac; after
Council comments on additional options for consideration
following presentation of the Feasibility report in January
of 2003. Ms. Bloom addressed the private driveways and
their unique situation and assessable frontage in an effort
to further reduce the per foot assessment rate.
Mayor Kysylyczyn called for public input at this time.

Linda Strom, 2247 North Victoria Street
Ms. Strom expressed confusion regarding the width of the
roadway; opposing a twenty-four foot (24') roadway, as
originally being considered.

Mayor Kysylyczyn clarified that the motion before the
Council was for a twenty-eight foot (28') roadway.

Ms. Wally Jondahl, 2241 Victoria Street
Ms. J ondahl expressed support of the wider roadway; but
appeared confused regarding the modified cul-de-sac
design and its width.

Ms. Bloom reviewed the diameter of the proposed cul-de-
sac, stating that it had been used successfully in the past.

Ms. Jondahl stated that she didn't use the cul-de-sac
herself, but observed mail trucks and school buses using it,
and wondered if they would be accommodated.

Mayor Kysylyczyn stated that it should be usable, but
could be posted for "No Parking" ifnecessary.

Ms. Jondahl expressed no preference on this issue.

No one else appeared for or against

Mayor Kysylyczyn closed the Public Hearing at 8:48 p.m.

Councilmember Kough sought clarification regarding
driveway aprons and right-of-way easements required.
