Ms. Bloom provided that <br />schedule and encouraged residents to contact her by phone <br />or in person at City Hall with any questions or issues they <br />wished to discuss related to the projects. <br /> <br />Councilmember Schroeder asked that staff look at black <br />dirt specifications, as past specifications seemed to contain <br />excessive peat. <br /> <br />B. <br /> <br />Continuation of Public Hearing for Proposed <br />Surcharge for the County Road C Reconstruction & <br />Adoption of a Resolution Directing Xcel Energy to <br />Underground Utilities on County Road C; and <br />Discussion of Possible Electric Franchise Fee <br />Kysylyczyn moved, Klausing seconded approval of a <br />Resolution entitled, "Resolution Directing Xcel Energy to <br />Underground Overhead Utilities on County Road C - <br />Long Lake Road to Snelling Avenue." <br /> <br />Mayor Kysylyczyn continued the Public Hearing at 8: 11 <br />p.m. <br /> <br />Public Works Director Duane Schwartz reviewed opened <br />the discussion, apologizing that Ms. Colette Jurek was <br />unavailable for tonight's meeting due to illness. <br /> <br />Bench Handouts were provided consisting of <br />correspondence received from residents for the public <br />hearing; an summary of State Statute provided by City <br />Attorney Anderson regarding Special Service Districts; <br />and a hypothetical Timeline for Establishing a Special <br />Service District. <br /> <br />Councilmember Maschka asked Public Works Director <br />Schwartz if there were any Minnesota State Aid (MSA) <br /> <br />County Road C <br />Reconstruction; <br />Xcel Energy <br />Undergrounding of <br />Utilities; and <br />Electric Franchise <br />Fee Discussion <br />
