Ms. Egley <br />spoke of her support for the Primary election process as <br />her legal right; stated her long history of participation in <br />the Primary process, and was very opposed to the <br />Council's considering its elimination. Ms. Egley spoke of <br />our country's history in encouraging people to vote, and <br />was opposed to any attempt to take that right away. <br /> <br />Todd Guerrero, 2472 Hamline Avenue N. <br />Mr. Guerrero spoke of his impression of the Task Force as <br />simply being an open forum to discuss a common interest, <br />with the conclusion of the meeting providing an <br />opportunity for those present to express their opinion. Mr. <br />Guerrero spoke to two issues: 1) the cost to the City and <br />the cost to the candidates and his perspective of which <br />should be of concern to the City Council and him as a <br />resident; and 2) the credibility of incumbents, as far as a <br />citizen's perception as to the effect of any new legislation <br />on their re-election campaign. <br /> <br />Mr. Guerrero opined that it was apparent that there was <br />more rationale for continuing to hold municipal Primary <br />elections, rather than disposing of it, and that as a <br />Roseville taxpayer, he compelled the City Council to meet <br />their obligation in providing an explanation to citizens on <br />why the City Council was giving consideration to <br />eliminating the Primary. <br /> <br />Mayor Kysylyczyn clarified the purpose of the Task Force <br />as an information gathering forum, not to solidify <br />opinions, stating that more information was needed to <br />make a qualified decision, and address related issues <br />following tonight's public comments. <br /> <br />Councilmember Klausing sought to further clarify the <br />information requested by Mr. Guerrero regarding the Task <br />Force and its purpose. Councilmember Klausing reviewed <br />the history of the creation of the Task Force, as an <br />initiative of the Mayor, given that no past problems were <br />apparent, that an open call for the first 150 citizens to <br />respond, no solicited application process and no Council- <br />
