Regular City Council Minutes - 3/1 0/03
Page 11

driven charge to the Task Force. Councilmember
Klausing opined that, under the circumstances, and given
the public and written testimony given, there appeared to
be no reason to reconsider the Primary election, and the
Council could move on to more pressing business.

Mayor Kysylyczyn asked Councilmember Klausing to
clarify if he had already made up his mind.

Councilmember Maschka opined that the written and
verbal testimony provided, and the representative
consensus of the Task Force had confirmed the voice of
the citizens. Councilmember Maschka passionately
opined that he was strongly opposed to eliminating the
Primary election process. Councilmember Maschka stated
that, it was his understanding that Councilmember Kough
had previously expressed his opinion that he supported
municipal Primary elections as well; even though
Councilmember Kough was not available at tonight's
meeting to voice that opinion.

Mayor Kysylyczyn asked Councilmember Maschka if he
was aware of the rationale for discussing this item.

Councilmember Maschka responded that it was a moot
point, that the people had spoken, and it was time to move
on.

Councilmember Schroeder expressed his disappointment
in the process to-date and further disappointment in the
apparent Council consensus without first hearing all the
information to be considered and read a prepared
statement with his original rationale for running for
election, and his comments as he considered whether to
vote to preserve or eliminate municipal Primary elections.

Mayor Kysylyczyn recognized audience member Wade
Russell again, who took issue with Councilmember
Maschka's comments and his perception that elected
officials needed to respect the decision-making process
and each other at the bench, as well as residents.
