<br />Regular City Council Minutes - 3/10/03 <br />Page 12 <br /> <br />Russell concurred with Councilmember Schroeder's <br />comments regarding the disrespect shown by citizens and <br />Councilmembers for the office of the Mayor. <br /> <br />Jay Gubrud, 1397 Clarmar <br />Mr. Gubrud spoke from his expertise as a professional <br />speaker, quoting"... the human condition is that we reflect <br />back at us what we present," encouraging <br />Councilmembers and citizens to work together, to make <br />democracy work, expressing his favorable impressions of <br />the democratic process he observed tonight. <br /> <br />Mr. Gubrud stated that he was in attendance for the <br />Presbyterian Homes issue, and asked the Mayor's <br />recognition to speak to that issue now as he needed to <br />leave the meeting. <br /> <br />Mayor Kysylyczyn recognized Mr. Gubrud. <br /> <br />Mr. Gubrud had several questions of staff regarding the <br />Presbyterian Homes project, the history of the Hamline <br />Shopping Center and its redevelopment needs, and the <br />process to-date. <br /> <br />Community Development Director Dennis Welsch <br />responded to Mr. Gubrud's queries, and advised that the <br />shopping center had been included in the City's <br />Comprehensive Plan for at least four (4) years, and was <br />flagged for redevelopment as a mixed-use site to include <br />senior housing; was privately owned by Presbyterian <br />Homes; and that it was a market rate private venture with <br />no taxpayer subsidies involved. <br /> <br />Ilecess Ilecess <br />Mayor Kysylyczyn recessed the meeting at 8:35 p.m. and <br />announced that a video which had been left by Ret. Lt. Col. <br />Repya following his recent public comments at the Council <br />meeting regarding the Iraq situation, would be shown during <br />the ten (10) minute recess for those interested. Mayor <br />Kysylyczyn reconvened the meeting at 8:53 p.m., and opened <br />the Public Hearing to hear comment on the Presbyterian Homes <br />
