<br />Regular City Council Minutes - 3110/03 <br />Page 13 <br /> <br />Planned Unit Development (PUR) and General Concept Plan at <br />Hamline Shopping Center. <br /> <br />A. <br /> <br />Consideration of Presbyterian Homes' Request for a <br />PUD-General Concept Plan at Hamline Shopping <br />Center, 2845 Hamline Avenue (PF 3421) <br />With the exception of the public comment previously <br />recorded prior to the Council Recess, and representatives <br />of the applicant present, no one appeared for or against. <br /> <br />Mayor Kysylyczyn clarified the recommended staff <br />requests for Council action at this time. Community <br />Development Director Dennis Welsch advised Mayor <br />Kysylyczyn that a draft ordinance had not been provided <br />in the Council packet, as staff was awaiting final legal <br />descriptions. Mr. Welsch provided a draft ordinance as a <br />bench handout at the meeting for Council consideration <br />with finalized legal descriptions. Mr. Welsch advised that <br />staff was seeking first reading of the ordinance, not final <br />action. <br /> <br />Mr. Welsch summarized the request and purpose of the <br />project; familiarized the public with the area under <br />discussion, its current use and proposed redevelopment; <br />and the more favorable environmental uses available with <br />the proposed redevelopment. Mr. Welsch reviewed <br />building elevations and floor plans; exterior finishes; <br />access points; parking; impervious surface areas; traffic <br />demographics; lighting plans; construction hours; staged <br />development issues; and applicable staff and Planning <br />Commission recommendations related to the <br />Comprehensive and Arona Plans; reviewed history of the <br />public information process; and confirmed the <br />developer's intent to target the marketing plan to attract <br />senior Roseville residents first. <br /> <br />Schroeder moved, Kysylyczyn seconded approval of the <br />Preliminary Plat for Presbyterian Homes, creating three <br />(3) lots and easements as required by the City Engineer <br />from two (2) existing parcels. <br /> <br />Presbyterian <br />Homes PUD <br />General Concept <br />Plan at Hamline <br />Shopping Center <br />2845 Hamline Ave. <br />(PF 3421) <br />
