Consideration of Presbyterian Homes' Request for a PUD-General Concept Plan at Hamline Shopping Center, 2845 Hamline Avenue (PF 3421) With the exception of the public comment previously recorded prior to the Council Recess, and representatives of the applicant present, no one appeared for or against. Mayor Kysylyczyn clarified the recommended staff requests for Council action at this time. Community Development Director Dennis Welsch advised Mayor Kysylyczyn that a draft ordinance had not been provided in the Council packet, as staff was awaiting final legal descriptions. Mr. Welsch provided a draft ordinance as a bench handout at the meeting for Council consideration with finalized legal descriptions. Mr. Welsch advised that staff was seeking first reading of the ordinance, not final action. Mr. Welsch summarized the request and purpose of the project; familiarized the public with the area under discussion, its current use and proposed redevelopment; and the more favorable environmental uses available with the proposed redevelopment. Mr. Welsch reviewed building elevations and floor plans; exterior finishes; access points; parking; impervious surface areas; traffic demographics; lighting plans; construction hours; staged development issues; and applicable staff and Planning Commission recommendations related to the Comprehensive and Arona Plans; reviewed history of the public information process; and confirmed the developer's intent to target the marketing plan to attract senior Roseville residents first. Schroeder moved, Kysylyczyn seconded approval of the Preliminary Plat for Presbyterian Homes, creating three (3) lots and easements as required by the City Engineer from two (2) existing parcels.
