Mr. Gould stated that, on a broader scale, in
discussions with staff about the Comprehensive Plan and
the Council's vision for the entire area, they considered it
to establish a gateway type element along Hamline
Avenue. Mr. Gould stated that the ground floor of the
tower is part of the community room for senior residents;
on several levels, provided architecturally enhanced
living room space for comer residential units; with the top
of the tower generating an architectural form that
illuminates the structure.
