<br />Regular City Council Minutes - 3/1 0/03 <br />Page 15 <br /> <br />for city staff review to target certain areas of Roseville, <br />Senior Centers and area churches as a first step prior to <br />expanding the marketing program. <br /> <br />Councilmember Klausing sought an opinion from City <br />Attorney Anderson regarding any potential discriminatory <br />issues - from a legal standpoint. <br /> <br />Ci ty Attorney Anderson responded that, while not a <br />protected class, he would need to look at the project in <br />more detail and review its funding sources to make a <br />more informed legal opinion. <br /> <br />Mr. VanSlyke spoke to the issue from the perspective of <br />Presbyterian Homes, a non-profit corporation, and the <br />parameters within which they needed to work. <br /> <br />Councilmember Schroeder asked for a projected schedule <br />or timeline for the project. <br /> <br />Mr. VanSlyke advised that they were hoping to break <br />ground in June or July of 2003. <br /> <br />Mayor Kysylyczyn asked the purpose of the tower shown <br />on the elevations, if other than for beautification <br />purposes. <br /> <br />Mr. Gould responded that the tower concept was <br />developed from a desire to create a more significant <br />building image and noteworthy identification for the <br />project. Mr. Gould stated that, on a broader scale, in <br />discussions with staff about the Comprehensive Plan and <br />the Council's vision for the entire area, they considered it <br />to establish a gateway type element along Hamline <br />Avenue. Mr. Gould stated that the ground floor of the <br />tower is part of the community room for senior residents; <br />on several levels, provided architecturally enhanced <br />living room space for comer residential units; with the top <br />of the tower generating an architectural form that <br />illuminates the structure. <br />
