Ms. Ihlan responded that it appeared to be a paid political advertisement, and since its topic was an emotionally contested issue, unless the City Council was prepared to make a statement supporting the video's content, it provide equal time for presentation of opposing views. Mayor Kysylyczyn stated that there were two different points of view, and that the Council had no resolution on the issue, and it was not his intent to do so, as it was not within the realm of city government. Mayor Kysylyczyn stated that the Council had a liberal policy regarding public comment. Councilmember Klausing stated that he had not been aware that the video was being shown, and agreed that it was inappropriate to be shown during Roseville city meeting air time. Mayor Kysylyczyn asked if Councilmember Klausing had viewed the tape prior to expressing his opinion on its alnng. Councilmember Klausing responded in the negative. Mayor Kysylyczyn expressed concern that people were commenting on and attacking a video tape prior to viewing it, and suggested that it be viewed and discussed further at the next meeting. Mayor Kysylyczyn spoke to the allegation that the Council was restricting someone with a different viewpoint from speaking, and referenced Councilmember Kough's comments at a previous meeting regarding his support of the troops. Councilmember Klausing responded that the discussion was not an attack on Mayor Kysylyczyn, but questioned the appropriateness of individual Councilmembers or residents to bring potentially controversial videos unless it was a topic being specifically addressed by the City Councilor about Roseville in general.
