<br />Regular City Council Minutes - 3/1 0/03 <br />Page 22 <br /> <br />the public comments heard tonight; stating that there <br />appeared to be two issues to be addressed: <br />1) People have asked: "What is the problem; what is the <br />issue?" If there is a problem with the system we may be <br />able to fix by eliminating the Primary and in order to <br />discuss the issue intelligently, we need to identify the <br />issue; and <br />2) Regarding comments that he had already made up his <br />mind; Councilmember Klausing stated that he normally <br />did have a strong opinion before he got to a respective <br />Council meeting. Councilmember Klausing further stated <br />that he had attended the Task Force meeting, seeking new <br />information on the issue, at which point he would have <br />been willing to change or reconsider his position. <br />Councilmember Klausing stated that, given that no new <br />information had been brought forward, nor had he heard <br />public support for elimination, he recolnmended the <br />discussion end and the City keep holding a municipal <br />Primary election. <br /> <br />Mayor Kysylyczyn commented on his editorial in the <br />newspaper, and stated that in reviewing tonight's agenda <br />and the references made to key issues to consider, he now <br />felt he had the information needed to make a qualified <br />decision. Mayor Kysylyczyn further stated that, on the <br />issue of a Primary election, we still don't know what <br />actual cost is, how many cities have primaries and how <br />many don't; that he had more information than he had <br />before, but still sought more. Mayor Kysylyczyn stated <br />that he made a startling observation, in that the city had a <br />lot of people who had a very strong position on an issue, <br />and questioned why we are talking about this. Mayor <br />Kysylyczyn sought to clarify his decision-making <br />process: that when an issue carne before him, before he <br />gave an answer, he wanted to determine what the issue <br />was, and research supporting and background <br />information. Mayor Kysylyczyn expressed that he <br />believed his role as a City Councilmember was to make <br />an educated decision; stating that to do otherwise would <br />have been violating the principles on which he ran for <br />office <br />
