<br />Regular City Council Minutes - 3/1 0/03 <br />Page 23 <br /> <br />Councilmember Maschka apologized for his passionate <br />comments earlier in expressing his opinion more vocally <br />than intended, but expressed his strong belief in the <br />citizen's right to vote. <br /> <br />Councilmember Schroeder expressed his disappointment <br />in tonight's discussion and the apparent pre-determined <br />decisions by a majority of the Council. <br /> <br />Mayor Kysylyczyn reviewed a number of the comments <br />received during the Public Hearing; municipal Primaries <br />as related to state rights and options; the power it granted <br />to incumbents; and reiterated his concerns expressed <br />during the course of the Hearing. <br /> <br />v. <br /> <br />Recognitions <br /> <br />Councilmember Schroeder congratulated the Roseville Area <br />Hockey team on their state achievement. St. Paul Water Contract <br />Public Works Director Duane Schwartz reviewed the <br />background and past Council action, in continuing to <br />pursue negotiations with the St. Paul Regional Water <br />Services (SPRWS). <br /> <br />Maschka moved, Klausing seconded authorizing staff to <br />send the drafted response as presented by staff to the St. <br />Paul Regional Water Services Board (SPRWS), requesting <br />a response to the Roseville counter-offer of the wholesale <br />proposal put forth by the SPRWS dated December 30, <br />2002. <br /> <br />Reports and <br />Recommendations <br /> <br />St. Paul Water <br />Contract <br />
