<br />Regular City Council Minutes - 3110/03 <br />Page 24 <br /> <br />Discussion included negotiation considerations; request of <br />a timely response from the SPRWS; depreciation of the <br />system; and the difficulty in having full understanding of <br />the issues at play in the negotiations. <br /> <br />Councilmember Schroeder, having more expertise in the <br />area, commended staff on their draft response, suggesting <br />they further emphasize the wholesale rate. <br /> <br />Councilmembers concurred with Councilmember <br />Schroeder's recommendation that the rate be included in <br />the staff response. <br /> <br />Mayor Kysylyczyn provided his rationale for not <br />supporting the motion, as he was advocating further <br />exarnination of purchasing versus the wholesaling option. <br /> <br />Ayes: <br />Nays: <br /> <br />Roll Call <br />Schroeder, Klausing and Maschka. <br />Kysylyczyn. <br /> <br />B. <br /> <br />City Firing Range and Use Policy <br />Mayor Kysylyczyn stated that in the facility design <br />process, a decision would need to be forthcoming to <br />provide direction for the planning process for the building. <br /> <br />Councilmembers Maschka and Klausing concurred that a <br />decision by Ramsey County was the first step in the <br />decision-making process, possibly negating the need to <br />include a firing range in the city facilities. <br /> <br />Councilmember Schroeder agreed that the outcome of <br />discussions with Ramsey County would make a <br />difference, but strongly favored the City having its own <br />range. <br /> <br />Mayor Kysylyczyn stated that, after looking at a proposed <br />contract with Ramsey County, after listening to the <br />recommendations of Police Chief Sletner and Lt. <br />Mathwig, and after careful review of the issue, he was <br /> <br />City Firing Range <br />And Use Policy <br />
