Public Hearing on Whether the City of Roseville <br />Should Retain or Repeal its Primary Election <br />NOTE: Mayor Kysylyczyn has called a Special City <br />Council Meeting for Tuesday, March 11, 2003 at 6:00 <br />p.m. in case additional time is needed for public testimony <br />on this issue. <br /> <br />Mayor Kysylyczyn called to order the Public Hearing <br />at 7:55 p.m. <br /> <br />Sandra Westerman, St. Paul Area Chamber of <br />Commerce Representative <br />Ms. Westerman stated that the consensus of the area <br />Chamber organization was, "Why fix it if it isn't broken?" <br />Ms. Westerman stated that further consensus was that the <br />issue was a waste of city time and resources; and that <br />majority public consensus was that the primary was a <br />major part of the political process. <br /> <br />Mayor Kysylyczyn sought confirmation of the information <br />on which constituents were basing their comments. <br /> <br />Ms. Westerman responded that constituents were provided <br />the same information as provided to the Task Force; and <br />were not cognizant of any problems or publicity regarding <br />the issue. <br /> <br />Bruce Kennedy, 1416 Skillman Avenue <br />Mr. Kennedy stated that in his profession as an attorney, <br />and his educational experience as a Political Science <br />Major, he had made it his hobby to study fair elections and <br />the entire process; and would, in the near future, be <br />making a presentation regarding fair elections to a senate <br />subcommittee. <br /> <br />Mr. Kennedy referenced a letter from Mayor Kysylyczyn <br />that had been published by the Roseville Review, and took <br />issue with the representations made of the Task Force by <br />Mayor Kysylyczyn and his personal interpretation of the <br /> <br />Hearings <br /> <br />Public Hearing - <br />City Primary <br />Election Retention <br />or Repeal <br />
