Mayor Kysylyczyn defended his newspaper article; and stood by his position regarding interruptions and hostile comments by the audience to express their opinion outside the venues provided in a public forum, stating that it undermined and tarnished the "friendly neighbor" process. Mayor Kysylyczyn commended Mr. Kennedy for his research into and upcoming presentation regarding instant run-off voting and reviewed some of the items to be included in his presentation, and requested the date and time of the hearing at the State Capitol. Nancy Adomeit, 2731 Mackubin Street Ms. Adomeit respectfully asked the Council what the issue was, and questioned if it shouldn't be up to Roseville citizens - before any City Council decision was made and actual costs determined. Ms. Adomeit asked for an accurate conclusion; and for the Council to make a conscious determination, not "if' they could vote, but "whether" they should vote, based on the timing of any enactment and whether the current City Council would be impacted by elimination of a municipal primary, and if so, would it be possible to postpone elimination further out than the next election. Councilmember Klausing sought clarification regarding Ms. Adomeit's comments regarding cost. Ms. Adomeit responded that, if cost is a determining factor, and if it figures highly in deliberation, then the numbers provided for the actual city cost for a municipal primary should be closer to reality. Mayor Kysylyczyn concurred with Ms. Adomeit regarding the cost projections being accurate, and sought Ms. Adomeit's preference regarding timing of any enactment. Ms. Adomeit opined that it would seem appropriate after the current representatives were out of office or not
