<br />Regular City Council Minutes 3/10/03 <br />Page 8 <br /> <br />that residents stand behind the City Council and Mayor <br />Kysylyczyn and discontinue meeting disruptions. <br /> <br />Randy Neprash (SP), 1276 Eldridge Avenue <br />Mr. Neprash concurred with the previously expressed <br />comments in support of continuing a municipal Primary <br />. election, as a representation of small government at its <br />best. <br /> <br />Mr. Neprash spoke to various issues that had been <br />discussed at the Task Force level and expressed his <br />opinion on these issues, including cost to candidates <br />balanced with voter benefit; the tremendous value of a <br />Primary election; potential conflict of interest; and the <br />wide range of citizens that were represented by the Task <br />Force. <br /> <br />Councilmember Schroeder sought clarification of the <br />estimated cost Mr. N eprash referred to regarding the <br />candidate's cost of campaigning. <br /> <br />Mayor Kysylyczyn asked Mr. Neprash's opinion as to the <br />representative validity of the Task Force survey. <br /> <br />Mr. Neprash responded that the survey, while not <br />"scientific," was most likely as representative as a random <br />survey and served as a great example of small-scale <br />democracy; and that signing up for and serving on the <br />Task Force was open to all citizens, therefore making the <br />vote taken a random sampling of the community. <br /> <br />Wendell Brown, 2723 North Griggs <br />Mr. Brown expressed his comment that, "The World <br />belongs to those who show up." Mr. Brown stated that he <br />had attended the Task Force meeting, and that many other <br />people other than simply Task Force members had spoken; <br />that their opinion was strong and one of strong conviction. <br />Mr. Brown stated that the meeting had been announced in <br />the local newspaper, so all interested in attending could <br />have done so. <br />Mr. Brown opined that Primary elections historically <br />
