Regular City Council Minutes - 3/17/03
Page 2

A. Sue Fite - 1800 Alta Vista
Ms. Fite expressed her disappointment Mayor
Kysylyczyn's airing of a video tape, allegedly supporting a
pro-war stance toward Iraq, during the March 10, 2003
Council Recess. Ms. Fite stated that she had been
exchanging e-mails with Mayor Kysylyczyn, who believed
he was exercising his right of free speech. Ms. Fite opined
that the tape was not representative of all residents, was
inappropriate and vastly different from public opinion
comment and a personal decision by the Mayor to air the
video; and requested equal time for other viewpoints to be
expressed. Ms. Fite offered to take responsibility to find a
suitable video to fill the approximate seven minute time
period allotted for the previous video.

Acting Mayor Kough expressed appreciation to Ms. Fite
for her comments; stating that the Council did not
currently have a policy regarding such individual actions,
and should probably be a Council discussion item for
future reference in establishing a procedure.

B. Dr. Richard VerHagen
Dr. VerHagen agreed with Ms. Fite in her presentation;
but opined that as the Council went to break, C- TV had no
choice whether to air the video or not, as the Federal
Communications Commission removed that privilege.

Dr. VerHagen referenced a conversations held with
Councilmember Klausing following the March 10, 2003
Council meeting regarding Dr. VerHagen's perception of
Councilmember Klausing's support of the Mayor. Dr.
Verhagen had researched historical voting records as they
related to the Roseville Concerned Citizens' stance on
Issues. Dr. VerHagen provided a twelve-page bench
handout representing that research for Council
information. Due to Mayor Kysylyczyn's absence at the
meeting, Dr. VerHagen stated he would address the issue
at the next meeting.
