Joe Machyowsky, 2690 North Oxford <br />Mr. Machyowsky commented on the previous video <br />presentation shown during a Council recess, opining that <br />since the speaker making the tape available had already <br />spoken at a previous Council meeting, the video airing had <br />been appropriate. Mr. Machyowsky encouraged public <br />support of our troops as American citizens and patriots, no <br />matter what our feelings about war. <br /> <br />III. Presentations, continued Presentations <br /> <br />B. Gun Range Gun Range <br />Acting Mayor Kough introduced Dave Suman, <br />representing the Ramsey County Sheriffs Department. <br /> <br />Mr. Suman provided two bench handouts for Council <br />review and consideration regarding the city's participation <br />in the joint facility. The bench handouts were drafts of <br />documents entitled, "East-Metro Public Safety Training <br />Facility," and "Joint Powers Agreement for Financing and <br />Use of Public Safety Firearms Range at the Ramsey <br />County Law Enforcement Center Site." Mr. Suman <br />stated that the City of Roseville would be a welcome <br />participant in using the facility; and that it was <br />Washington and Ramsey County's intent to accommodate <br />as many agencies as possible, basing usage fees <br />proportionally on a per officer percentage of use. <br /> <br />Acting Mayor Kough referred to a recent meeting held by <br />City representatives with Mr. Jolly Mangine, Building <br />Director for Property Management for Ramsey County, <br />and spoke favorably of the meeting in expressing <br />Roseville's interests. Acting Mayor Kough encouraged <br />Councilmembers to seriously consider the proposal for <br />involvement in the joint facility, taking into consideration <br />the cost of construction and maintenance of a city-owned <br />facili ty. <br /> <br />Acting Mayor Kough asked City Manager Beets for a <br />time frame on when the Council would need to make a <br />final decision on including a firing range in the design of <br />
