<br /> <br />JOINT POWERS AGREEMENT FOR FINANCING AND USE OF <br />PUBLIC SAFETY FIREARMS RANGE AT THE RAMSEY COUNTY LAW <br />ENFORCEMENT CENTER SITE <br /> <br />This Agreement is made and entered into between the County of Washington, State of <br />Minnesota, hereinafter referred to as "Washington County" and the County of RmTIsey, State of <br />Minnesota, hereinafter referred to as "Ran1sey County." <br /> <br />WHEREAS, Ran1sey County is constructing the nevv Ramsey County Law Enforcement <br />Center ("LEC"); and <br /> <br />WHEREAS, Ramsey County and Washington County have recognized the need for a <br />public safety firearn1s range open to law enforcement and others in the East Metro area; and <br /> <br />WHEREAS, Ramsey County and Washington County are authorized to build, n1aintain <br />and operate a public safety firearms range; and <br /> <br />WHEREAS, Washington County has indicated a willingness to enter into a joint powers <br />agreement vvith Ran1sey County for the financing and use of a public safety firearn1s range at the <br />LEC site; and <br /> <br />WHEREAS, the Parties recognize that such a joint venture would provide ce11ain <br />econon1ies of scale for construction and operation of a public safety firearms range; and <br /> <br />WHEREAS, state funding may be available to pay for a portion of the cost of <br />constructing a public s~fety firearms range for the East Metro area at the LEC site <br /> <br />WHEREAS, the Parties have reached agreen1ent on their rights and obligations in regards <br />to the ownership, financing, operations, and use of a the public safety firearms range at the LEC. <br /> <br />NOW, THEREFORE, pursuant to the authority contained in Minnesota Statutes section <br />471.59, commonly known as the Joint Powers Act, and in consideration of the mutual covenants <br />herein contained and the benefits that each party shall derive hereby, Washington County and <br />Ramsey County agree as follows: <br /> <br />I. PURPOSE OF THE AGREEMENT <br />It is the purpose of this Agreement to set forth the understanding of the Parties regarding <br />the ownership, financing, use, operation, and maintenance of the Public Safety Firearms <br />Range at the East Metro Public Safety Training Facility at the LEC site. <br /> <br />II.
