<br />12. "Retained Earnings" n1eans the accumulated earnings frol11 interest accrual and <br />earned income that l11ay be available for expensing in future periods. <br /> <br />13. "Second Priority Level" means the right to use the Range after First Priority Level <br />users have been offered the use of the Range and before Third and Fourth Priority <br />Level users. <br /> <br />14. "Third Priority Level" l11eans the right to use the Facility only after First Priority <br />level and Second Priority Level users have been offered the use of the Facility and <br />before Fourth Priority Level users. <br /> <br />15. "Training Equipment" means equipment located in the Facility that is used solely <br />for training purposes, and excludes consun1able training supplies. <br /> <br />16. "Training Equipment Costs" n1eans costs to purchase, maintain, repair and replace <br />Training Equipment. <br /> <br />17. "Undesignated Reserves" n1eans a Retained Earnings account that holds a portion <br />of the Retained Earnings which is available for budgeting and expending in future <br />periods. <br /> <br />18. "Washington County Agencies" n1eans all local law enforcement agencies having <br />jurisdiction within Washington County, other than the Washington County <br />Sheriffs Office. <br /> <br />- <br /> <br />IV. PUBLIC SAFETY TRAINING FACILITY PROJECT DESCRIPTION <br />A. The East Metro Public Safety Training Facility ("Facility") at the LEe site, 425 <br />Grove Street, St. Paul, Minnesota shall have approxin1ately the following square <br />footage and features: <br />1. Two classrooms: 700 square feet and 1,000 square feet <br />2. Locker room: 28 square feet <br />3. Wellness center: 1,167 square feet <br />4. Firing range: 7,000 square feet <br />5. Staff workstations: 480 square feet <br />6. Equipn1ent and audio visual storage: 200 square feet <br />7. Video recording and production: 100 square feet <br />8. First aid storage: 170 square feet <br />9. Fireanns vault storage (2): 160 square feet <br />10. Arn10rers work space: 64 square feet <br />11. Interactive training: 200 square feet <br />12. Conference/n1eeting room: 150 square feet <br />13. Storage for Wellness center: 100 square feet <br />14. Facility Main Office: 120 square feet <br />15.
