<br />VIII. PO\VERS OF THE OPERATIONS COMMITTEE <br />A. General. The Operations Comn1ittee shall direct and oversee the business <br />operations of the Range. <br /> <br />B. Goals. The Operations Comn1ittee shall operate the Range in a manner that <br />achieves the following goals: <br />1. Provide and n1aintain a state-of-the art firearn1s training facility. <br /> <br />2. Provide convenient access to a quality firearn1s training facility for law <br />enforcement agencies within Rmnsey County and Washington County. <br /> <br />3. Provide a con1petitively priced and accessible public safety firearms range <br />for training law enforcement agencies outside Ramsey County and <br />Washington County and for others in the East Metro area. <br /> <br />4. Operate the Range as an Internal Service Fund. <br /> <br />C. Operations Committee Responsibilities. The Operations Con1n1ittee shall perform <br />Range oversight tasks to include, but not be limited to: <br />1. Recon1mend an annual Range budget to the Ramsey Board and the <br />\Vashington Board. <br /> <br />2. Recon1mend user fees adequate to cover all identified and anticipated <br />~ange Operating Costs to the Ran1sey Board and the Washington Board. <br /> <br />3. Prepare and subn1it an initial business plan for the Range, and an annual <br />business plan thereafter, to the Ramsey Board and the Washington Board <br />for review and approval. <br /> <br />4. Execute all necessary contracts for the Range. <br /> <br />IX. FACILITY PROPERTY MANAGEMENT AND PROGRAM OPERATIONS <br />A. Operations and Management. Ran1sey County shall provide property n1anagen1ent <br />services for the Facility in accordance \vith standards applied to the managen1ent <br />of other Ran1sey County property, under the direction of the Director of the <br />Ramsey County Departlnent of Property Management. <br /> <br />B. Training and Scheduling. Range training, programming and scheduling will be <br />under the direction of the Ran1sey County and Washington County Sheriff s <br />Offices. <br /> <br />C. Training Operations Agreen1ent.
