<br />called the Training Operations Agreement, which shall detail the day to day <br />operations of the training program at the Range, including but without limitation <br />the following activities: Scheduling, fee payments and use of the Range. The <br />Training Operations Agreement shall include provisions regarding the following: <br />1. A requirement that all Range Users shall pay a Range Users fee. <br /> <br />2. To the extent users in a given Priority Level are given access to the Range, <br />all potential users within that given Priority Level that request use of the <br />Range will be accomn10dated. <br /> <br />3. All users within a Priority Level 'will be treated equally. <br /> <br />4. The Range fee structure and marketing efforts will be established "vith the <br />intent to generate funds adequate to support the operations of the Range <br />without use of property tax levy dollars. <br /> <br />5. USE OF RANGE <br />A. General. Use of the Range shall be permitted at four separate user levels: <br />1. :tirst Priority Level. Only Ramsey County and Washington County have <br />First Priority Level rights. <br /> <br />2. Second Priority Level. Ramsey County Agencies and Washington County <br />Agencies have Second Priority Level rights. <br /> <br />3. Third Priority Level. Law Agencies have Third Priority Level rights. <br /> <br />4. Fourth Priority Level. Other Agencies have Fourth Priority Level rights. <br /> <br />B. Range Use and Scheduling <br />1. Use of the Range shall be governed by the provisions of this Agreen1ent <br />and by the provisions of the Training Operations Agreement developed <br />pursuant to Paragraph IX.C. above. <br /> <br />2. Washington County and Washington County Agencies will be allotted <br />thirty-five percent (350/0) of the total time and Ran1sey County and <br />Ramsey County Agencies will be allotted sixty-five percent (65%) of the <br />total tin1e. <br /> <br />53406 v949~'\.
