<br />XI. USER FEES <br />A. General <br />Range User fees shall be set to cover the anticipated Range Operating Costs, <br />including Designated Earnings, as reflected in the Annual Range Budget adopted <br />by the Ranlsey Board and the Washington Board. <br /> <br />B. Use-f--fe€s foF-a:l-l--e-th€-f--Hs€-Fs-shall be established annually in advance by <br />agreement of the Parties, through the Ramsey Board and the Washington <br />Board. <br /> <br />2.:1. To the extent revenue generated from User fees exceeds Range Operating <br />Costs in any budget year, the excess shall be held as Undesignated <br />Reserves in the Range Budget. Except as needed to remedy deficiencies <br />as described in Paragraph XI. B. 3. below, the Ramsey Board and <br />Washington Board shall determine when and whether Undesignated <br />Reserves shall be accessed. <br /> <br />34. If the amount of revenue generated from User fees during the first budget <br />year of operations is less than the Operating Costs for the sanle tinle <br />period, the Parties shall make payments to the Range budget adequate to <br />eliminate the deficiency, with Washington County paying 350/0 of the <br />deficiency and Ranlsey County 65%. Deficiencies in subsequent years <br />will be reni.edied in like nlanner where there are insufficient funds in <br />Undesignated Reserves in the Range Budget to address the deficiency. . <br /> <br />:1-S;. To the extent any Range user requires the services of the Parties' training <br />staff or instructors, the cost of such services will be detennined by the <br />respective Sheriff of the County, and added as a separate billing ite111 to <br />the invoice sent to the user. It is the intent of the parties that the operation of the Range vvill be financed <br />entirely by User fees and that levy dollars will not be used to subsidize the <br />operation of the Range. <br /> <br />C.PaynH~nt <br />1.
