<br />City Council Regular Meeting - 02/13/06 <br />Minutes - Page 17 <br /> <br />Reconstruction projects proposed included South Owasso <br />Boulevard (from Dale to Rice Street); Roselawn Avenue (from <br />Snelling to Hamline Avenue); Lovell Street (Chatsworth Street <br />to the cul-de-sac); Chatsworth Street (form Grandview to <br />Lovell); and Terminal Road (from St. Croix to Walnut Street). <br /> <br />Pathway and Parkin!! Lot Rehabilitation <br />Mr. Schwartz reviewed proposed pathway and/or parking lot <br />rehabilitation projects, including the County Road C pathway <br />(from Oxford to Victoria Street); Langton Lake pathway; <br />Lexington Avenue Pathway (from County Road D to County <br />Road C-2); Villa Park parking lot; and overlaying of a portion of <br />the Public Works maintenance yard. <br /> <br />Intera!!ency Participation <br />Mr. Schwartz reviewed proposed interagency projects, including <br />County Road C (from Snelling Service Drive to Oxford Street); <br />the Cleveland Avenue and County Road B intersection; a thin <br />overlay of County Road D (from Cleveland to Fairview <br />Avenue); and a thin overlay of County Road B (from Cleveland <br />Avenue to Highway 280). <br /> <br />Mr. Schwartz noted that earlier today, Ramsey County had <br />opened the bids on the Highway 280 project, and they were <br />excessively higher than the engineer's estimates; necessitating <br />consideration of other options. <br /> <br />Discussion included projected closing of the access at Highway <br />280; pedestrian improvements; potential turnback of Cleveland <br />Avenue and needed reconstruction; James Addition status and <br />future, including possible grant funding applications; and <br />proposed major water connection impacting reconstruction of <br />Roselawn Avenue. <br /> <br />Mr. Schwartz reviewed the specific funding sources and cost <br />estimates for each location and project; at an estimated total cost <br />of $4,130,282.30. Mr. Schwartz noted that increases in bids <br />were anticipated due to rising energy costs; but sought Council <br />authorization to prepare plans and specifications for at least a <br />portion of the projects outlined. <br />
