<br />City Council Regular Meeting - 02/13/06 <br />Minutes - Page 23 <br /> <br />different view; but opined that cItIzens did want this City <br />Council to work together as adults and not waste time; and that <br />by understanding how each individual needed to receive and <br />process information, it would make the group more efficient in <br />doing the City's business. <br /> <br />Councilmember Ihlan questioned what the problem was that the <br />City Council thought needed to be solved, opining that the <br />Council was newly-elected and was just starting to work together <br />and it hadn't been determined that they were a "problem <br />Council" yet. Councilmember Ihlan further opined that the City <br />Council needed to instead immediately concentrate on the budget <br />and long-range planning issues. Councilmember Ihlan proposed <br />that the Council start work on goal setting and strategic planning, <br />and that if it was later determined that a facilitator was needed, <br />there were people available to provide those services at no cost <br />to the City Council. Councilmember Ihlan further opined that <br />each Councilmember had a basic vision of what their job was, <br />and that each represented different points of view. <br />Councilmember Ihlan adamantly opined that there were many <br />better uses of public monies for services or programs, rather than <br />to facilitate City Council teambuilding; and noted that it didn't <br />seem prudent to attempt such a work style analysis or "team <br />building" when there was obviously not a consensus among the <br />Council to do so. <br /> <br />Mayor Klausing spoke in support of the analysis and team <br />building- as a way to recognize different perspectives and work <br />more effectively and improve functioning for the long-term <br />benefit of the community. Mayor Klausing asked each <br />Councilmember to give the process a try and good faith effort. <br /> <br />Pust moved, Maschka seconded, authorizing the Mayor and City <br />Manager to execute a contract between the City of Roseville and <br />Barbara Raye of the Center for Policy, Planning and <br />Performance, in an amount not to exceed $6,500, to provide team <br />building and work style analysis services in accordance with <br />Steps 1 through 4 of her Proposal, as a matter of public record, <br />on such date or dates as the City Council shall determine. <br /> <br />Councilmember Ihlan spoke in opposition to the motion; <br />
