<br />City Council Regular Meeting - 02/13/06 <br />Minutes - Page 24 <br /> <br />repeating her objections and noting the evident lack of consensus <br />and what would be accomplished; and expressed her lack of <br />support in "team building." <br /> <br />Councilmember Pust respectfully asked Councilmembers Ihlan <br />and Kough if they intended to participate in the process. <br /> <br />Councilmember Ihlan stated her indecision at this time regarding <br />her involvement in the process; noting the time concerns with a <br />professional career and Council service and whether the time <br />would be a good priority. <br /> <br />Councilmember Kough suggested that he would probably not <br />participate in the process. <br /> <br />Councilmember Pust expressed her disappointment in <br />Councilmember Kough's and Ihlan's decisions regarding their <br />involvement, noting their participation would serve as an <br />affirmation that they were trying to work together; and opined <br />that the process wouldn't be as effective if they chose not to <br />participate. Councilmember Pust questioned the perceived fears <br />in working together with an expert attempting to help the City <br />Council work more efficiently together. Councilmember Pust, <br />for Councilmember Kough's benefit, clarified the process as a <br />communication tool, not an attempt to sway voting or to discuss <br />substantive issues; but as a way to respect different learning and <br />expressive techniques to more effectively manage decision- <br />making, Council business and time. <br /> <br />Councilmember Kough opined that there were volunteers in the <br />community who would provide their expertise at no charge to the <br />City. <br /> <br />Councilmember Pust respectively reviewed the RFP process <br />again, and noted that the process included many names provided <br />to staff. <br /> <br />Councilmember Ihlan noted that a friend of hers, a qualified <br />facilitator offering her services at no charge, had submitted a <br />resume, not a full proposal, but had not been listed in those <br />considered. <br />
