Regular City Council Minutes - 4/28/03
Page 29

City Manager Beets commented on Mayor
Kysylyczyn's criticism of the excessive use of paper
by staff in duplicating information to the Council;
questioned how Mayor Kysylyczyn was able to
approve the budget without being provided with the
information requested; and asked Mayor Kysylyczyn
if there was a record of a motion and a vote
providing staff with direction of the majority of the
Council.

Mayor Kysylyczyn responded negatively to City
Manager Beets' question regarding a motion and
vote; at which point City Manager Beets asked how
staff could be provided with a target if there was no
formal Council action to provide that direction;
asked how staff could proceed with a 2004 budget
process when told by the Council that even
preliminary discussions are premature.

Councilmember Schroeder sought to bring some
calm to the discussion; and stated his preference for
a zero percent levy increase.

Mayor Kysylyczyn questioned why the 2004 budget
was being discussed at this point; with City Manager
Beets responding that staff was seeking Council
direction and a preferred process for discussion.

Mayor Kysylyczyn opined that the requested
documents identified as detailed, line-item budgets,
did not require a vote of the City Council; it was City
information under the law; and that his personal
target was a zero percent levy increase, but since the
voters had approved the referendum, he could be
talked into compensating for additional facility
operational costs, but that he would consider that
outside the balance of budget discussions.

Mayor Kysylyczyn further discussed the unknown
legislative impact, which will be unavailable until
