<br />Regular City Council Minutes - 6/02/03 <br />Page 13 <br /> <br />comments regarding the use of eminent domain, opining <br />that the current property owners in the Twin Lakes area <br />were not being left homeless, but were themselves <br />developers or redevelopers and willingness to sell was <br />usually based on attempting to receive a higher-than- <br />market value for their property. Mayor Kysylyczyn <br />further responded to the TIF comments, opining he would <br />like to see more housing, but needed to balance the use of <br />TIF or cost to the taxpayers. <br /> <br />Mayor Kysylyczyn, with Councilmember concurrence, <br />deferred comments to the developer and staff to move <br />forward with drafting the Memorandum of Understanding <br />(MOU) using tonight's discussion. <br /> <br />Kysylyczyn moved, Maschka seconded, to direct staff to <br />proceed with preparation of a Memorandum of <br />Understanding, at their earliest convenience, outlining <br />land uses, financial structure and the use of eminent <br />domain for the Twin Lakes Development Proposal. <br /> <br />Roll Call <br />Ayes: Schroeder, Maschka and Kysylyczyn. <br />Nays: Klausing. <br /> <br />Recess Recess <br />Mayor Kysylyczyn recessed the meeting at 8:00 p.m. and <br />reconvened the meeting at 8:21 p.m. <br /> <br />Upon reconvening the meeting, Mayor Kysylyczyn advised <br />that written comment had been received as a bench handout <br />this evening regarding Consent Agenda Item XI., C. entitled, <br />"Approving James Kueffer's Request for a Variance at 890 <br />Parker Avenue (PF 3469)," and would be removed from the <br />Consent Agenda for discussion purposes. <br /> <br />IV. <br /> <br />Communication <br /> <br />7:00 p.m. <br />Communication <br /> <br />A.
