<br />Regular City Council Minutes - 6/02/03 <br />Page 31 <br /> <br />Kysylyczyn amended the motion to include approval of <br />the first three additional noted listed above. <br /> <br />There was no second to the motion. <br /> <br />Councilmember Schroeder advised that he would not be <br />supporting the motion, as it was unnecessary since staff <br />was already preparing the preliminary budget in <br />accordance with Council direction. <br /> <br />Mayor Kysylyczyn stated that he just wanted to provide <br />more clarity to staff. <br /> <br />Councilmember Klausing clarified the lines of <br />communication between the Council and staff; opining <br />that staff takes direction from the City Council, and was <br />not seeking Finance Director Miller's opinion as to what <br />the budget should be set at, and it was not a fair statement <br />that this was Mr. Miller's budget, but the City Council's <br />prerogative. <br /> <br />Mayor Kysylyczyn reiterated that his proposed targets <br />were to provide the Council's direction in black and white <br />for City Manager Beets. <br /> <br />There was no vote taken, given staff's concurrence with <br />Council direction regarding 2004 Budget goals. <br /> <br />D. City's Contribution to Fire Relief Association Pension <br />Fund <br />Councilmember Maschka addressed the requested action <br />to appropriate additional funds in the amount of $117,392 <br />from the General Fund Reserves for the Roseville Fire <br />Relief Association's Pension Reserve Fund to meet <br />reserve requirements as set forth by State Statute and <br />determined by the recent actuarial analysis conducted by <br />the firm of Deloitte & Touche. <br />Councilmember Maschka advised that this fluctuation in <br />contribution fund balances was reflected throughout the <br />pension industry and was giving signs of recovering. <br /> <br />City's Contribution <br />to Fire Relief <br />Association Pension <br />Fund <br />
