Regular City Council Minutes - 6/02/03
Page 31

Kysylyczyn amended the motion to include approval of
the first three additional noted listed above.

There was no second to the motion.

Councilmember Schroeder advised that he would not be
supporting the motion, as it was unnecessary since staff
was already preparing the preliminary budget in
accordance with Council direction.

Mayor Kysylyczyn stated that he just wanted to provide
more clarity to staff.

Councilmember Klausing clarified the lines of
communication between the Council and staff; opining
that staff takes direction from the City Council, and was
not seeking Finance Director Miller's opinion as to what
the budget should be set at, and it was not a fair statement
that this was Mr. Miller's budget, but the City Council's
prerogative.

Mayor Kysylyczyn reiterated that his proposed targets
were to provide the Council's direction in black and white
for City Manager Beets.

There was no vote taken, given staff's concurrence with
Council direction regarding 2004 Budget goals.

D. City's Contribution to Fire Relief Association Pension
Fund
Councilmember Maschka addressed the requested action
to appropriate additional funds in the amount of $117,392
from the General Fund Reserves for the Roseville Fire
Relief Association's Pension Reserve Fund to meet
reserve requirements as set forth by State Statute and
determined by the recent actuarial analysis conducted by
the firm of Deloitte & Touche.
Councilmember Maschka advised that this fluctuation in
contribution fund balances was reflected throughout the
pension industry and was giving signs of recovering.

City's Contribution
to Fire Relief
Association Pension
Fund
