<br />Regular City Council Minutes - 06/09/03 <br />Page 11 <br /> <br />the proposed northern pond would suffice for the entire <br />site's drainage. <br /> <br />Traffic onto Woodbridge Street: Mr. Anderson reviewed <br />the planning for ingress and egress onto the site, with the <br />applicant reviewing stacking on Rice Street which <br />complicated exiting onto Rice Street, and the location of <br />proposed Rice Street exits too close to the intersection of <br />Rice and Woodbridge Streets, after consultations with <br />professional engineers and Ramsey County. Mr. <br />Anderson advised that the applicant's goal was to continue <br />to revise plan details to address neighborhood concerns. <br /> <br />Athletic Field Lighting: Mr. Anderson advised that <br />lighting issues were basically a management issue related <br />to timing of events, and that the applicant would address <br />those concerns and incorporate their plans into the <br />proposed development agreement. <br /> <br />Parking: Mr. Anderson opined that the on-street parking <br />along Woodbridge was a Sunday problem and should be <br />alleviated with proposed additional on-site parking. <br /> <br />Mr. Anderson further addressed the concerns about <br />increased student parking requirements, stating that it <br />would not be an immediate concern, given the staging of <br />the proj ect. Mr. Anderson spoke to the church's need to <br />accommodate special event parking (i.e., funerals), and the <br />use of the Arden Hills campus for more flexibility in the <br />church's management of overflow parking. <br /> <br />Stormwater Pond - north end of site: Mr. Anderson <br />advised that, with the design of the proposed north pond, <br />both safety and aesthetics would be addressed, and that the <br />applicant was aware of both issues, and shared the <br />neighborhood concerns. <br /> <br />Site Density: <br />Councilmember Klausing addressed the advantages and <br />disadvantages in the proposed site and building <br />improvements, while expressing concerns related to design <br />
