<br />Regular City Council Minutes - 06/09/03 <br />Page 15 <br /> <br />responded to Council questions regarding location and <br />quantity of emergency response vehicles and qualified <br />personnel in this area; quality measurements for EMS <br />services; statistics regarding cardiac, trauma and stroke <br />patients; quality of care and response times balanced with <br />diminishing revenue for municipalities; level of care <br />delivered; and the individual Fire Department component. <br /> <br />Mayor Kysylyczyn requested, and Police Chief Sletner <br />provided for reference purposes, a document previously <br />provided to Councilmembers showing more detailed <br />breakdowns of a proposed action plan. <br /> <br />Further discussion included the initial training required to <br />qualify as an Emergency Medical Technician, continued <br />training and standards; and staffing level requirements and <br />proj ected costs to provide those services. <br /> <br />ivlayor Kysylyczyn opined that several options were <br />available for consideration, and outlined three questions <br />before the Council at this time: <br />1) What can we do on our own? <br />2) What can private sector do? <br />3) What can be done on a multi-government level? <br /> <br />Councilmember Schroeder acknowledged the scope of <br />technical information provided at this discussion that <br />needed more consideration, and expressed a need to <br />incorporate the financial impacts to the City. <br /> <br />Fire Chief Gasaway explained that, by design, staff had <br />not brought budget ramifications forward with during this <br />stage of the discussion, but explained that staff was asking <br />for Council support of the preliminary concept plan prior <br />to proceeding with various scenarios for staffing and <br />funding plans, dependent on the level of service desired by <br />the City Council. <br /> <br />Councilmember Schroeder rei terated his desire for <br />preliminary budget figures related to the proposed goals; <br />opining his desire to provide the best care possible for the <br />
