<br />Regular City Council Minutes - 06/09/03 <br />Page 16 <br /> <br />City of Roseville. <br /> <br />Chief Gasaway recognized the difficulty faced in timing <br />this discussion during ongoing budget deficits for the <br />State, and related impacts to the City, but reiterated his <br />need for Council direction prior to determining costs. <br /> <br />Councilmember Maschka expressed his preference for <br />time to review the material generated tonight, and to <br />receive public input for such long-range planning. <br />Councilmember Maschka recognized the huge community <br />impact this decision would make and the potential <br />significant commitment of funds. <br /> <br />Councilmember Klausing concurred with Councilmember <br />Maschka, further opining that public input would need to <br />be informed input in the context of the level of current and <br />proposed services and cost and service implications. <br /> <br />Councilmember Maschka asked for additional time to <br />review the statistics and demographics presented, and <br />suggested this might be a good issue for further defined <br />review by an appointed task force. <br /> <br />Mayor Kysylyczyn spoke of the difficulty in obtaining <br />informed and productive public comment, given the <br />limited time available to residents to research this issue. <br />Mayor Kysylyczyn referenced the research done to-date <br />by the League of Women Voters on this service issue. <br />Mayor Kysylyczyn opined that the Council needed to set a <br />floating ceiling on the proposal, which would determine <br />the level of service provided and how that impacted other <br />city departments; and questioned a policy decision on <br />whether or not the Council wished to expand government, <br />or whether the private sector could provide those services <br />at a more cost-beneficial rate to the taxpayers. Mayor <br />Kysylyczyn reiterated his questions related to the issue, <br />opining that the Council couldn't move forward until that <br />information was provided: <br />I) What can we do on our own; <br />2) What can the private sector do; <br />
